NBCE Mourns Loss of Dr. Gary Pennebaker


The National Board of Chiropractic Examiners (NBCE) sadly reports the passing of Dr. Gary R. Pennebaker, 66, of Chaska, Minnesota, on Sunday, November 23, 2014.  Dr. Pennebaker was elected as an At-Large Director to the National Board of Chiropractic Examiners (NBCE) in May 2014.   Dr. Pennebaker had previously served the NBCE through participation in Part IV test committees representing the State of Minnesota; he also served as an Examiner for the Part IV examination.

Dr. Pennebaker graduated from Palmer College of Chiropractic in 1976.  In 1977, he established his chiropractic clinic in Eden Prairie, Minnesota, where he practiced until his death.  He was president of the C.S.Gonstead Chiropractic Foundation, Inc.

Dr. Pennebaker will be remembered for his leadership and commitment to unity within the chiropractic profession.  He was a founding member of the International Chiropractic Association Council on Chiropractic Philosophy. He formerly served as District II Director and Board Chair of the Federation of Chiropractic Licensing Boards (FCLB).  Dr. Pennebaker was awarded the Federation’s highest individual honor this year, the George Arvidson Award for Meritorious Service to Chiropractic Regulation.

Dr. Pennebaker was appointed to the Minnesota State Board of Chiropractic Examiners in 1996. He was reappointed twice and served as the Board’s president from 2000 until 2006. 

Dr. Donna L. Craft, President of the NBCE, said of Dr. Pennebaker, “We are all deeply saddened by his sudden passing.  Gary was not just a colleague but a steadfast friend.  His words, though softly spoken, were thoughtful and carried great weight.  From the smallest local organizations to the largest international groups, Gary’s commitment was always to the future of the chiropractic profession.  Gary was selfless in leadership roles, and we will truly miss him on the NBCE board. Our sincere condolences are with his wife, Laurel, and family.”

Dr. Pennebaker is survived by his wife, Laurel, a son and a daughter.  Services will be held at Wooddale Church, 6630 Shady Oak Road, Eden Prairie, Minnesota, on Saturday, November 29, with visitation at 10 a.m. and the service beginning at 11 a.m.  Condolences may be sent to Mrs. Laurel Pennebaker, 12 Carvers Green, Chaska, MN 55318.

  1. My sympathies to his family. Dr. Pennebaker was a true professional with the best interest of doctors and patients always in the forefront. His diplomatic style on a national level will be sorely missed.

  2. Through his respectful persistence – and more so than anybody else, Gary steered the NBCE Part-4 exam into something that truly reflects what chiropractors actually do in practice.

    His legacy is the love of finding and fixing spinal subluxations.
